Publishing a New App on the App Store and Google Play: What Developers Should Know in 2026

Shipping a mobile app used to mean finishing the code and pressing "publish." Today the path to both major stores involves identity checks, testing requirements, review queues, and commission rules that differ between Apple and Google. Understanding these differences early helps developers budget time and money realistically and avoid launch delays.
Accounts and Upfront Costs
The first difference appears before any code is uploaded. Apple charges $99 per year, and the membership must be renewed annually to keep apps live. Google charges a single $25 fee with no monthly, yearly, or per-app charges. A developer launching on both stores therefore pays at least $124 in the first year, with only the Apple fee recurring afterward. Cash cost is not the whole story, though. Organizations enrolling with Apple need a DUNS number, which is free but can take anywhere from 5 to 30 business days to obtain. Google has also been tightening identity checks: developer verification requirements were reported to have expanded globally in July 2026.
Technical and Testing Requirements
Both platforms impose technical gates. On Apple's side, apps must be built with the iOS/iPadOS 26 SDK or later from April 2026. Building for iOS also requires a Mac running Xcode, which adds hardware cost for developers on other systems. Google requires uploads as an Android App Bundle rather than a standalone APK.
Google's most notable hurdle is its testing rule for new personal accounts. Accounts created after November 13, 2023 must run a closed test with at least 12 opted-in testers for 14 continuous days before the app can go live in production. These developers must also verify access to a real Android device through the Play Console mobile app. Recruiting testers can carry a cost: developers without a network of 12 people may spend roughly $100 to $500 on testers or testing platforms. This makes Google cheaper at the account level but often slower in practice.
The Review Process
Once a build is submitted, both stores review it, but their speed and strictness differ. Apple resolves most submissions within 24 hours, while Google Play takes anywhere from a few hours to several days. Apple's review is widely regarded as the stricter of the two. Apple's 2024 Transparency Report showed nearly 1.93 million app submissions rejected that year for failing quality, safety, or business guidelines. Common causes include login walls without demo credentials, and apps that resemble repackaged websites or offer little native value. A rejected app can be fixed and resubmitted, with replies handled through Apple's Resolution Center.

Commissions and Payouts
Both stores take a share of revenue from paid apps and in-app purchases. Apple's commission runs 15% to 30%, dropping to 15% under its Small Business Program for developers earning under $1 million annually. Google's standard structure takes 15% of the first $1 million in annual earnings and 30% beyond that. Regulatory changes are opening alternatives in some regions, but platforms often still collect a fee only slightly lower than the original commission, so savings from third-party payment processors can be negligible.
Payout timing also differs. Apple generally pays 33 days after the end of its fiscal month, and requires an active Paid Applications Agreement, banking details, and revenue above the minimum threshold for each region. Google initiates payouts on the 15th of each month for the previous month's sales, but does not process them on weekends or public holidays.
Practical Takeaways
For developers targeting both stores, sequencing matters. Starting the Google Play process first is advised because the closed test creates a fixed two-week wait, and preparing the App Store submission in parallel lets both launches land in the same week. Overall, Apple demands a higher recurring fee and stricter review, while Google offers cheaper entry but a mandatory testing period for new personal accounts. Master Web
